The path to the mugshots folder should be something like d:\modding\easynpc\mugshots\ [insert npc mod here] so it has to be inside the easynpc. Mugshots if taken during an arrest are probably almost always public record in most jurisdictions. When i google myself i can't find it. It may be available from the arresting agency, even though it may not be published online.
